Sandy is a gun owner and a member of the NRA.  She has been a member at the Cody Shooting Complex for years. Back in 1994 Sandy and friends Karen Gibbons, Jane Manning Sanders created the Buffalo Bill Celebrity Shootout. It was an event hosted by the Buffalo Bill Historical Center (now known as the Buffalo Bill Center of the West). The event was intended to bring a new audience of sport shooters to Cody and the Historical Center.

2020 -HB0028 - Firearm regulation. https://www.wyoleg.gov/Legislation/2020/HB0028 A bill which would ban firearm buyback programs in Wyoming.   The bill states that no city, town, county, political subdivision, state agency or entity or any other governmental entity shall operate a firearm buyback program or participate in the implementation, administration or operation of a firearm buyback program.  Firearm buyback programs attempt to reduce the number of firearms, firearm accessories or ammunition owned by members of the public through the purchase of privately owned firearms, firearm accessories or ammunition.  I voted yes.

2020 - SJ0001 - Firearm and hunter education  https://wyoleg.gov/Legislation/2020/SJ0001  The joint resolution requests the Game and Fish Commission and the Game and Fish Department to work with the Superintendent of Public Instruction, the State Board of Education and the Department of Education to provide firearm and hunter education as a physical education elective in the public schools of Wyoming.

Second Amendment Preservation Act  House Bill 118 aims to protect the right to keep and bear arms in Wyoming. The proposed legislation also objects “to certain actions by the federal government. The proposed legislation would consider the following types of possible federal action as infringements on people’s rights: 

  • tax, levies, fees or stamps imposed on firearms, accessories or ammunition adopted after July 1, 2020 “which might reasonably be expected to limit or discourage the purchase or ownership of those items by law abiding citizens”

  • registering or tracking of firearms, accessories or ammunition not already in effect before July 1, 2020 “”which might reasonably be expected to limit or discourage the purchase or ownership of those items by law abiding citizens”

  • programs tracking owners of firearms, accessories or ammunition not already in effect as of July 1, 2020

  • any firearm possession, ownership or transfer bans not already in effect as of July 1, 2020

  • any attempt to order the “mass confiscation” of firearms, accessories or ammunition. 

I voted yes.

HB0176 - Game and fish-data protection.  https://wyoleg.gov/Legislation/2020/HB0176  

  • The bill protects law abiding hunters by excluding personally identifiable and geographic information related to the legal taking of wildlife from disclosure under the Public Records Act. 

  • The bill requires the Game and Fish Commission to not publicly release personally identifiable information about a person legally taking wildlife unless the person authorizes the release in writing. 

  • The bill requires the Game and Fish Commission to not publicly release geographic information about a legal taking on private land without the written authorization of the person legally taking the wildlife and the owner or manager of the land.

I voted yes.

SF105 - Concealed Weapons Permit Renewal - Military https://wyoleg.gov/Legislation/2020/SF0105     The bill adds to the special provisions by allowing members of the armed forces who are deployed outside of the United States to renew permits anytime during the deployment and for up to six (6) months after returning to the United States following deployment. I voted yes.
